The guide provides advice to Masters, Marine Superintendents and others who are responsible for planning STS transfer operations. It is primarily about the transfer of crude oil and petroleum products between ocean-going ships. Although intended for operations taking place at sea, it also has relevance in inshore waters or within harbour limits while not berthed, even though in such cases special regard will have to be taken of local regulations.
